Abused or neglected young people are vulnerable to the recruitment and control tactics of human traffickers.

Bipartisan House and Senate versions of the Strengthening the Child Welfare Response to Trafficking Act (H.R. 1732 and S.1823), would help improve state child welfare systems in order to better protect children.

H.R. 1732 and S.1823 use existing resources to better serve vulnerable youth. Passing this legislation would be an important step toward creating the safety net we need to end child trafficking in the United States.

Dear [Decision Maker],

As your constituent, I am writing to urge you to cosponsor the relevant bipartisan version of the "Strengthening Child Welfare Response to Trafficking Act of 2013" (H.R. 1732 and S.1823). House and Senate versions of these bills were introduced by Representative Karen Bass (D-CA) and Representative Tom Marino (R-PA) and U.S. Senators Marco Rubio (R-FL) and Kay Hagan (D-NC) respectively.

Recent reports have shown that the majority of identified child trafficking victims have had contact, often multiple times, with state child welfare systems. Clearly, many state and local agencies need to improve their ability to protect children from trafficking and exploitation. H.R. 1732 and S.1823 would require the Department of Health and Human Services (HHS) to develop and publish guidelines to assist child welfare agencies in serving survivors of trafficking, and youth at risk of becoming victims of human trafficking. It also helps improve data collection systems to better understand the scourge of human trafficking in our country.

H.R. 1732 and S.1823 are important steps to end child trafficking in the United States. I urge you to cosponsor this important legislation now.
